Background
At the public meeting held on 15 March 2023 by the residents of Clydesdale, the attendees approved the implementation of the Security Village Scheme. The system deployed is known as “guaranteed but monitored access”, as used by many other road closures throughout Tshwane.

The Security Village proposal entails that in our area access will be controlled by means of:

  • 1 x 24 hour manned main entrance booms at Walton Jameson,

  • 5 x 12 hour (day) manned main entrances at Minni Street (north and south), Farenden Street (north), Bond Street (east) and Villa Street (south), with the entrances in Maple (north) and Ayton (north) locked with locked gates and pedestrian entrances only.

  • An island with booms, a guard house, and cameras will be erected at the main entrances. Residents and visitors will gain access by a touch pad. This will trigger the boom and will take close pictures of the driver, vehicle, number plate, color and make of the vehicles. Pedestrians will also have to give their destination and pictures will be taken.

  • License Plate Recognition (LPR) cameras will be erected at all entrances to monitor all vehicles and will be linked to an off-site control room and the SAPS database. Facial recognition cameras will be installed at all entrances. Guard monitoring cameras will also be erected at the guard houses.

We will appoint our own Estate Manager, with provision made to pay the guards, cameras, insurance, maintenance, annual audit and our two-yearly re-application fees.

  • FUTURE INCLUSION INTO THE LOFTUS SECURITY PRECINCT
    The Loftus Security Precinct includes roaming security officers, street cleaning and wider security camera network.

MANDATES
1. Jan Malan of Streetsafe (Pty) Ltd have been appointed as project manager.
2. Pro-Admin Property Services has been appointed as our Estate administrative company. They are registered with the Estate Agency Board, has a proper trust account in place as required by law, and is successfully providing these services to other similar full title schemes. The necessary Service Level Agreements will be drawn up with both these service providers.

The aim is to put the scheme in operation by the middle of next year.
The IMMEDIATE PLAN of action is to  formalise the City of Tshwane application.

For application we need 70% community participation:
1. Signed the Declaration and Power of Attorney (link below)
2. Signed the debit orders by the residents (link below)

 

COSTING & PHASING
The preliminary project cost of the scheme is R 6 009 028-00.
This money is to do all the professional work and pay the application cost to Council, and to pay for the infrastructure. The Clydesdale steering committee decided to fund this scheme by instituting a monthly levy of R 1320-00 per house (based on 70% participation level of our 280 houses).

Seuns- and Meisies Hoërskole will also contribute to this amount as their sports fields and Meisies Hoër is also included in our proposal.
